Why is everybody surprised?

The City Gov't & City Services have been staffed by elected & appointed incompetents for decades. My Uncle Ted used to be the Fire Chief of Detroit back in the '70's. Even before Coleman Young appointed him, he warned us of Detroit's "piss-poor" governance. He told tales of puppet City Gov't Officials & Departments kow-towing to outside influences, like the unions, political parties, organized crime, & some disorganized race-based groups. The shrinking tax base put pressure on the city coffers, so officials started spending money that they didn't have & nobody seemed to worry about it. Corruption & graft gained momentum & still runs rampant throughout the city to this day.

The worse things got, the faster the regular folks were heading for the 'burbs. Detroit's businesses didn't care, they just left. Payola, onerous City Regulations, no basic services, & a tsunami of shoplifters & burglars forced them to close up shop. Detroit got stuck with whatever was left behind in the exodus, which made it a mecca for the "scrappers", who swipe anything that's not guarded by a rabid pit-bull & hock it for dope money. Basically, the city was fucked.

I knew it was coming. YOU knew it was coming. Now Kevin Orr's got the job to unscrew this mess.
